The Les Jardins / RNA Extended Neighborhoods Patrol Program (ENP) pays off-duty Dallas Police officers to patrol our neighborhood. The ENP program is a membership program paid for by residents in the LJE and RNA neighborhoods.

What is the Les Jardins ENP?
“ENP” stands for “Extended Neighborhood Patrol”.  The Dallas City Council established the Expanded Neighborhood Patrols in 1991. Membership in the ENP pays for off duty Dallas Police Officers to patrol the neighborhood in marked cars.

Our ENP program is shared with two other nearby neighborhoods, Royal Northaven (RNA) and Hockaday Northaven Assoc. These three neighborhoods reach from Forest south to Royal Ridge.  The combined membership fees help to pay for off duty Dallas Police officers to patrol the streets and alleys of our neighborhoods.

Currently we have 8-10 officers and a dedicated 72 hours of patrol service each week. Sgt. Jeff Price is our Coordinating Officer for the last 7 years is very involved in our ENP program. He hand picks each person on our ENP team; Sergeants, Sr Corporals and Officers.

I'm already paying for police service in my taxes. Why should I pay to join ENP?
Yes, your taxes do go to support the Dallas Police force. However, as you are probably well aware, the number of police officers serving Dallas has fallen to its lowest level in a decade while the department also is falling short of its goal for new hires. Combine that with a fast growing population and it is easy to understand how thinly spread the Dallas Police force is.

Typically, on-duty police officers are so busy responding to 911 calls and serving arrest warrants that they don’t have a whole lot of time just to be driving around casually looking for suspicious characters, suspicious vehicles. Regular police patrols are few and far between especially in areas of low criminal activity, but the ENP officers are here for our neighborhoods on a daily basis.

The Extended Neighborhood Patrol (ENP) program is completely separate from normal on-duty police activity.  Off-duty officers sign up for ENP duty, and are assigned by the neighborhood coordinator to patrol our neighborhoods. These same officers also work in the area while on duty so are very aware of the criminals, crime, and neighborhoods.  We are told over and over by the police how effective the neighborhood ENP programs are in deterring and combatting crime.

Beyond dedicated patrolling of our neighborhoods, ENP Officers can help in the following ways:

  • RESPONSE TIME! – With ENP Officer is on patrol; the maximum time for response to a member’s home is 2 1/2 to 3 minutes vs. a possible 12-40 minutes or more for a DPD 911 call.
  • DIRECT CONTACT –  All of our ENP Officers carry a dedicated cell phone where members can reach them if they need assistance.
  • SUSPICIOUS ACTIVITY – ENP Officers also have the membership directory and emergency contact information should they see something suspicious around your home.
  • HOME SECURITY AUDITS –  ENP Officers will also provide a security audit of your home and can escort you home after dark if needed.
  • VACATION PATROL –  Members can notify the ENP officers when on vacation, and the ENP Officers will take time to monitor your house when they are on duty.
How Much Does ENP Cost?

An ENP Membership Fee costs $355.00 per year if you pay by check. If You want to pay by PayPal or Credit Card, the cost is $365.00 which includes a 3% Merchant processing fee.

What does my ENP Membership pay for?

ENP Membership fees are used to pay:

  • the ENP Police Coordinator for his time.
  • 8-10 Off Duty Police Officers for their patrol time.
  • Dedicated cell phone for ENP Officers.
  • the City of Dallas for Police car usage, gas, etc.
  • A very, very small portion of fees are user to cover basic administrative costs (printing, bank fees, website hosting, etc.)

Currently, we generate enough membership fees to have 80 hours of dedicated patrol in the three neighborhoods each week . The officers do tend to increase patrol hours during Halloween and the Holidays. That said, the more members we have, the more hours of patrol we can purchase. Our goal is to reach 85+ hours of patrol each week.

When do ENP Officers Patrol the neighborhood?
The ENP schedule changes up to keep the ‘bad guys’ guessing. Sometimes Officers will be patrolling on the move the whole time; others will patrol and then perhaps hide in the alleyway behind your corner house at 2:30 in the morning- watching the comings and goings on the street just ahead. Each of these Officers has their favorite ‘visibility spot’…where they can be seen by the highest possible number of people/cars at any given moment. Why is this so important? You and I see police cars daily- and unless we might be a smidgen over the speed limit- we really don’t make that much of a deal when we see their cars. Believe me, the bad-guys do note everything, their criminal intentions for that day and their freedom are at stake. Most of the bad guys will scram out onto Midway, Northaven or down to Royal, out to Forest when they see a marked car hanging around.
Why do I call 9-1-1 first in an emergency rather than the cell phone of the ENP Officer?
Calling 911 first is important in case the ENP Officer is not on patrol. If an Officer is on patrol, he will be listening on their police radio and will quickly respond even if they’re not called directly (and likely a lot faster than the on-duty police officer). Members can and should still call the ENP mobile phone AFTER you call 9-1-1.
What if no one answers the ENP Officer cell phone?
This will happen if there is no ENP Officer on patrol or if the Officer is in the process of responding to another call. Leave a voice mail with your contact information and home address and an Officer will respond to your message at the start of the next shift or as soon as they are available. In the event he is dealing with multiple calls at the same time, the Officer will prioritize the calls just like he would if he was on active duty with the City and request back-up if necessary. This is why you dial 9-1-1 first, especially if it is an emergency. Please note that it is important to let the Officer know when you would like to be called back. The next shift may start in the middle of the night and you might not want to receive a call then.

I wanted to tell everyone about one of the benefits of having the Extended Neighborhood Patrol (ENP) service because at first I was really skeptical about it and my wife was the one who was pushing it. Now I am sold on it. Last night around 11:30, I got a call from Officer Price telling me that my garage door was open. He waited in the alley until my son came out and closed the door. After suffering through several thefts fro our garage and driveway, this one time being notified about a potential exposure may have paid for a couple of years of ENP service for us. If you haven’t signed up for the service, I would recommend it. It gives us peace.

We have nothing but wonderful experiences with the ENP Security Patrol. For example when we were out of town and having major problems with our alarm company after 2 attempted break-ins (and unable to get police help) the ENP officer on duty was willing to open our back gate and secure the area of the attempted break-in. He also called us back to reassure us that everything was fine. Just the other day, the officer on duty (in another alarm related event) was close by and offered to check in on our house to make sure that it was a false alarm. They are consistently willing to help and are are friendly. I think that it is a worthwhile expense.

As I landed at DFW on 11:30p.m. after a 1 week vacation, I received a call from my alarm company that my alarm was going off. I called the ENP officer on duty and he was waiting for me in front of my home as the taxi pulled up. He went in to my home, checked each door, window, closet, behind the shower curtains, under the beds, everywhere! I can’t tell you how relieved I was to have him there, and how terrified I would have been to enter my home without his assistance.
